The governor of Connecticut, Dannel Malloy, appoints Phil Boyle as a member of the SustiNet Health Care Cabinet as a representative of insurance producers for a term ending July 31, 2014 or until a successor is appointed and has qualified. Flexible Benefit Service Corporation announces an enhanced relationship with Health Care Service Corporation to provide an integrated Health Savings Account solution to the marketplace. Great-West Retirement Services has appointed Harriet Jacobs regional sales director for its government markets business. Jacobs will identify, call upon and sell Great-West retirement services to state and local governments in the western United States. Jacobs is based in Los Angeles. Before joining Great-West, she spent 17 years with the State Street/CitiStreet/ING companies. Her most recent position was serving as vice president, institutional business development for tax exempt markets, with CitiStreet/ING from 2003 to 2012. OneAmerica has selected Indianapolis native Mike Gastineau to be regional sales director for retirement business in Indiana. Gastineau will help lead sales, marketing and service functions for most of the state. He most recently worked in a similar position serving Indiana for The Hartford, after spending time as an adviser at Morgan Stanley. He replaces Mike Grimme, who left Indianapolis earlier this year to establish and lead OneAmerica’s new retirement office in Seattle. Vanguard announces the election of Mark Loughridge and Scott C. Malpass to the board of directors of The Vanguard Group and to the board of trustees of each of Vanguard’s mutual funds. Loughridge is SVP and Chief Financial Officer at IBM. He was previously SVP and general manager of Global Financing where he led the world's largest information technology financing and asset management organization. Malpass is VP and chief investment officer at the University of Notre Dame, responsible for investment of the University’s endowment, working capital, pension and life income assets. Vanguard’s board includes Emerson U. Fullwood, Rajiv L. Gupta, Amy Gutmann, JoAnn Heffernan Heisen, F. Joseph Loughrey, André F. Perold, Alfred M. Rankin, Jr., and Peter F. Volanakis.  CBIZ Employee Services announces the acquisition of Howard Frampton as benefits consultant at the company’s Phoenix location. Frampton, a 21-year veteran will center his responsibilities on the education and sale of employee benefit products throughout Phoenix and the surrounding areas.
